Legal Response & Community Support Theme

A community cannot develop if its youngest members are not safe. BORUT’s Legal Response and Community Support program addresses the grim reality that many children in Uganda face violence, abuse, exploitation, and neglect. This thematic area is dedicated to creating a protective environment that safeguards children’s fundamental right to safety and justice. We provide a critical lifeline for survivors while simultaneously working to strengthen the community’s own capacity to prevent and respond to these threats. It is a holistic model that combines immediate, frontline response with long-term, systemic strengthening of community structures.

Our key initiatives form a comprehensive safety net. We provide Free Legal Aid Services, including pro bono legal representation and advice, for child survivors of violence and abuse. Through mobile legal aid clinics, we ensure that even the most marginalized children and families can access justice. Understanding that legal redress alone is not enough, we offer Psychosocial Support and Counseling to help survivors heal from trauma and rebuild their lives. To ensure a coordinated response, we focus on Strengthening Referral Systems, linking community structures, health facilities, police, and probation offices so that cases of child rights violations are handled swiftly and effectively. We also build the knowledge and capacity of those tasked with protection through Capacity Building for Duty Bearers, training teachers, health workers, police, and local council leaders on child protection laws and ethical case management. Finally, our Community-Based Reintegration programs work to safely return rescued children to family care, education, or skills training, ensuring they have a pathway to a positive future.

This work is indispensable for true community development. Insecurity and injustice perpetuate a cycle of poverty and fear. By protecting children from violence and exploitation, we are directly contributing to a more stable and secure community where families can thrive. A community that is known for protecting its children is also one that is more attractive for investment and growth. Our capacity-building initiatives create a sustainable, local expertise in child protection, reducing long-term dependency on external actors. This program directly addresses the security and governance pillars of Uganda’s NDPIV and is a concrete expression of SDG 16 (Peace, Justice and Strong Institutions), particularly its target to end abuse and violence against children. By upholding the rule of law and ensuring access to justice for the most vulnerable, we lay the groundwork for a community built on trust, safety, and the unwavering principle that every child deserves a life free from harm.
